Son usine de <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Brampton<\/span><\/span>, \u00e0 l\u2019arr\u00eat depuis la fin de 2023, demeure sans plan concret de relance apr\u00e8s le rejet rapide d\u2019un projet controvers\u00e9. L\u2019id\u00e9e : assembler des v\u00e9hicules \u00e9lectriques provenant de Chine sous forme de kits (CKD) en partenariat avec <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Leapmotor<\/span><\/span>. Une solution qui, sur papier, permettait de redonner vie au site\u2026 mais qui n\u2019a convaincu ni les gouvernements ni le syndicat.<\/p>\n<h3 data-section-id=\"1ad4wct\" data-start=\"1091\" data-end=\"1132\">Un projet jug\u00e9 insuffisant et risqu\u00e9<\/h3>\n<p><\/p>\n<p data-start=\"1133\" data-end=\"1250\">Le principal probl\u00e8me du mod\u00e8le CKD (Complete Knock Down) est simple : il limite drastiquement les retomb\u00e9es locales. Selon <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Unifor<\/span><\/span>, le projet aurait permis d\u2019employer seulement 200 \u00e0 300 travailleurs, contre environ 3 000 auparavant lorsque l\u2019usine produisait des mod\u00e8les comme la <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Dodge Charger<\/span><\/span> et la <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Dodge Challenger<\/span><\/span>. Plus inqui\u00e9tant encore :<\/p>\n<ul data-start=\"1557\" data-end=\"1740\"><\/p>\n<li data-section-id=\"1o8uz05\" data-start=\"1557\" data-end=\"1589\">Aucun atelier d\u2019emboutissage<\/li>\n<p><\/p>\n<li data-section-id=\"14uv64\" data-start=\"1590\" data-end=\"1623\">Aucun d\u00e9partement de peinture<\/li>\n<p><\/p>\n<li data-section-id=\"1knjkku\" data-start=\"1624\" data-end=\"1642\">Aucune soudure<\/li>\n<p><\/p>\n<li data-section-id=\"18rsznl\" data-start=\"1643\" data-end=\"1680\">Peu ou pas de m\u00e9tiers sp\u00e9cialis\u00e9s<\/li>\n<p><\/p>\n<li data-section-id=\"jvmae0\" data-start=\"1681\" data-end=\"1740\">Une cha\u00eene d\u2019approvisionnement locale quasi inexistante<\/li>\n<p>\n<\/ul>\n<p><\/p>\n<p data-start=\"1742\" data-end=\"1833\">En clair, une usine d\u2019assemblage minimaliste, loin des standards industriels traditionnels.<\/p>\n<h3 data-section-id=\"fzn6qb\" data-start=\"1840\" data-end=\"1874\">Un rejet politique sans appel<\/h3>\n<p><\/p>\n<p data-start=\"1875\" data-end=\"2122\">Le projet a \u00e9galement \u00e9t\u00e9 torpill\u00e9 sur le plan politique. La ministre f\u00e9d\u00e9rale <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">M\u00e9lanie Joly<\/span><\/span> a \u00e9t\u00e9 cat\u00e9gorique : impossible de justifier des investissements publics pour assembler des v\u00e9hicules import\u00e9s en pi\u00e8ces d\u00e9tach\u00e9es. M\u00eame son de cloche du c\u00f4t\u00e9 du premier ministre ontarien <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Doug Ford<\/span><\/span>, qui estime que cette approche affaiblirait l\u2019\u00e9cosyst\u00e8me automobile local. Un point crucial, sachant que les gouvernements ont inject\u00e9 des centaines de millions de dollars en 2022 pour soutenir la pr\u00e9sence industrielle de Stellantis au Canada.<\/p>\n<h3 data-section-id=\"1rrev8z\" data-start=\"2469\" data-end=\"2515\">Un casse-t\u00eate \u00e9conomique et r\u00e9glementaire<\/h3>\n<p><\/p>\n<p data-start=\"2516\" data-end=\"2701\">Au-del\u00e0 de la politique, le mod\u00e8le CKD pose aussi un probl\u00e8me structurel. Contrairement \u00e0 l\u2019Europe, le Canada ne consid\u00e8re pas qu\u2019un v\u00e9hicule assembl\u00e9 \u00e0 partir de kits change d\u2019origine. R\u00e9sultat : m\u00eame assembl\u00e9s \u00e0 Brampton, ces v\u00e9hicules resteraient consid\u00e9r\u00e9s comme chinois, donc soumis aux tarifs d\u2019importation. Ils ne respecteraient pas non plus les ententes de l\u2019ACEUM (USMCA), ce qui compromettrait toute exportation vers les \u00c9tats-Unis.<\/p>\n<p><\/p>\n<p data-start=\"2958\" data-end=\"3016\">Un non-sens \u00e9conomique selon plusieurs experts du secteur.<\/p>\n<h3 data-section-id=\"1vwkw4x\" data-start=\"3023\" data-end=\"3054\">Le spectre du Jeep Compass<\/h3>\n<p><\/p>\n<p data-start=\"3055\" data-end=\"3304\">Initialement, l\u2019usine devait produire la prochaine g\u00e9n\u00e9ration du <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Jeep Compass<\/span><\/span> apr\u00e8s une modernisation majeure. Mais ce programme a \u00e9t\u00e9 suspendu en 2025 puis transf\u00e9r\u00e9 aux \u00c9tats-Unis dans un contexte de tensions commerciales. Depuis, le site reste sans mission claire, malgr\u00e9 les engagements r\u00e9p\u00e9t\u00e9s de Stellantis de maintenir une production locale.<\/p>\n<h3 data-section-id=\"19c9xt8\" data-start=\"3436\" data-end=\"3491\">Pas de solution concr\u00e8te<\/h3>\n<p><\/p>\n<p data-start=\"3492\" data-end=\"3655\">Le syndicat ne ferme pas la porte \u00e0 une collaboration avec un partenaire chinois, \u00e0 condition qu\u2019elle respecte les niveaux d\u2019emploi et d\u2019investissement ant\u00e9rieurs. Une mont\u00e9e en cadence progressive pourrait \u00eatre acceptable, mais le mod\u00e8le actuel est jug\u00e9 trop limit\u00e9 pour assurer la p\u00e9rennit\u00e9 du site.<\/p>\n<h2 data-section-id=\"pta7vu\" data-start=\"3801\" data-end=\"3822\">Conclusion<\/h2>\n<p><\/p>\n<p data-start=\"3823\" data-end=\"4231\">Ce dossier illustre parfaitement les limites des strat\u00e9gies d\u2019assemblage \u00e0 faible valeur ajout\u00e9e dans un march\u00e9 comme le Canada. Entre contraintes politiques et commerciales et les attentes syndicales, le mod\u00e8le CKD n\u2019a pratiquement aucune chance de passer.
