Deux ans apr\u00e8s son lancement chaotique en f\u00e9vrier 2023, le syst\u00e8me est toujours d\u00e9faillant.<\/p>\n<p><\/p>\n<p data-start=\"790\" data-end=\"1028\">Pire encore, le projet, initialement pr\u00e9vu pour co\u00fbter 638 millions $, a explos\u00e9 \u00e0 1,1 milliard $. Ce gouffre financier a \u00e9t\u00e9 r\u00e9v\u00e9l\u00e9 par un rapport accablant de la V\u00e9rificatrice g\u00e9n\u00e9rale du Qu\u00e9bec, publi\u00e9 en f\u00e9vrier dernier.<\/p>\n<h3 data-start=\"1030\" data-end=\"1075\">Un projet ambitieux devenu un fiasco<\/h3>\n<p><\/p>\n<p data-start=\"1077\" data-end=\"1445\">Le concept de SAAQclic partait d\u2019une bonne intention : permettre aux citoyens d\u2019effectuer en ligne des d\u00e9marches comme le renouvellement de permis, l\u2019immatriculation d\u2019un v\u00e9hicule ou le paiement d\u2019amendes. L\u2019objectif \u00e9tait aussi de centraliser toutes les informations relatives aux usagers (points d\u2019inaptitude, v\u00e9hicules poss\u00e9d\u00e9s, restrictions m\u00e9dicales, etc.).<\/p>\n<p><\/p>\n<p data-start=\"1447\" data-end=\"1497\">Mais d\u00e8s le lancement, rien n\u2019a fonctionn\u00e9 :<\/p>\n<ul data-start=\"1499\" data-end=\"1814\"><\/p>\n<li data-start=\"1499\" data-end=\"1641\">Difficult\u00e9 \u00e0 cr\u00e9er un compte n\u00e9cessitant plusieurs identifiants (NAS, permis de conduire, carte d\u2019assurance maladie et num\u00e9ro fiscal).<\/li>\n<p><\/p>\n<li data-start=\"1642\" data-end=\"1727\">Pannes et plantages constants, rendant l\u2019acc\u00e8s au portail presque impossible.<\/li>\n<p><\/p>\n<li data-start=\"1728\" data-end=\"1814\">Dossiers incomplets, emp\u00eachant les automobilistes d\u2019acc\u00e9der \u00e0 leurs documents.<\/li>\n<p>\n<\/ul>\n<p><\/p>\n<p data-start=\"1816\" data-end=\"2069\">Pour ne rien arranger, la SAAQ avait suspendu 430 000 transactions avant la transition, engorgeant encore plus le syst\u00e8me. R\u00e9sultat : des files d\u2019attente interminables, des bureaux physiques surcharg\u00e9s et une col\u00e8re grandissante chez les citoyens.<\/p>\n<h3 data-start=\"2071\" data-end=\"2113\">Des mesures d\u2019urgence inefficaces<\/h3>\n<p><\/p>\n<p data-start=\"2115\" data-end=\"2183\">Face \u00e0 la crise, le gouvernement a tent\u00e9 de colmater les br\u00e8ches :<\/p>\n<ul data-start=\"2185\" data-end=\"2446\"><\/p>\n<li data-start=\"2185\" data-end=\"2272\">Embauche de 150 employ\u00e9s suppl\u00e9mentaires pour assister les bureaux en d\u00e9tresse.<\/li>\n<p><\/p>\n<li data-start=\"2273\" data-end=\"2366\">Installation de remorques chauff\u00e9es pour accueillir les files d\u2019attente monstrueuses.<\/li>\n<p><\/p>\n<li data-start=\"2367\" data-end=\"2446\">Instauration de rendez-vous obligatoires, allongeant encore les d\u00e9lais.<\/li>\n<p>\n<\/ul>\n<p><\/p>\n<p data-start=\"2448\" data-end=\"2673\">Malgr\u00e9 ces efforts, les files d\u2019attente ne cessaient de s\u2019allonger et la fr\u00e9quentation du portail en ligne a chut\u00e9 sous son niveau d\u2019avant SAAQclic, un comble pour un projet cens\u00e9 am\u00e9liorer l\u2019accessibilit\u00e9 des services.<\/p>\n<h3 data-start=\"2675\" data-end=\"2730\">Une gestion catastrophique r\u00e9v\u00e9l\u00e9e par l\u2019audit<\/h3>\n<p><\/p>\n<p data-start=\"2732\" data-end=\"2935\">En 2024, la V\u00e9rificatrice g\u00e9n\u00e9rale, Guylaine Leclerc, a d\u00e9voil\u00e9 les d\u00e9passements budg\u00e9taires massifs et le manque total de supervision du projet. Parmi les r\u00e9v\u00e9lations les plus choquantes :<\/p>\n<ul data-start=\"2937\" data-end=\"3262\"><\/p>\n<li data-start=\"2937\" data-end=\"2992\">222 millions $ de d\u00e9penses cach\u00e9es par la SAAQ.<\/li>\n<p><\/p>\n<li data-start=\"2993\" data-end=\"3069\">Un syst\u00e8me toujours inefficace malgr\u00e9 des investissements colossaux.<\/li>\n<p><\/p>\n<li data-start=\"3070\" data-end=\"3262\">Des \u00e9lus inconscients de l\u2019ampleur du d\u00e9sastre, y compris la ministre des Transports Genevi\u00e8ve Guilbault, qui a affirm\u00e9 avoir \u00e9t\u00e9 tromp\u00e9e par la SAAQ sur les co\u00fbts r\u00e9els du projet.<\/li>\n<p>\n<\/ul>\n<p><\/p>\n<h3 data-start=\"3264\" data-end=\"3310\">Une crise politique et des d\u00e9missions<\/h3>\n<p><\/p>\n<p data-start=\"3312\" data-end=\"3402\">Ce scandale a forc\u00e9 le gouvernement Legault \u00e0 r\u00e9agir. Trois enqu\u00eates ont \u00e9t\u00e9 annonc\u00e9es :<\/p>\n<ol data-start=\"3404\" data-end=\"3598\"><\/p>\n<li data-start=\"3404\" data-end=\"3443\">Une enqu\u00eate interne \u00e0 la SAAQ.<\/li>\n<p><\/p>\n<li data-start=\"3444\" data-end=\"3509\">Une enqu\u00eate de l\u2019UPAC (Unit\u00e9 permanente anticorruption).<\/li>\n<p><\/p>\n<li data-start=\"3510\" data-end=\"3598\">Une enqu\u00eate du Conseil du tr\u00e9sor sur l\u2019attribution des contrats li\u00e9s au projet.<\/li>\n<p>\n<\/ol>\n<p><\/p>\n<p data-start=\"3600\" data-end=\"3752\">Le premier \u00e0 tomber fut \u00c9ric Caire, ministre responsable de la Cybers\u00e9curit\u00e9 et du Num\u00e9rique, qui a d\u00e9missionn\u00e9 d\u00e8s la publication du rapport.<\/p>\n<h3 data-start=\"3754\" data-end=\"3795\">Un avenir incertain pour la SAAQ<\/h3>\n<p><\/p>\n<p data-start=\"3797\" data-end=\"4047\">Ce fiasco soul\u00e8ve de nombreuses questions sur la gouvernance de la SAAQ et l\u2019absence totale de contr\u00f4le des d\u00e9penses publiques.
