Il s&#8217;agit l\u00e0 de la derni\u00e8re mesure prise par la Chine pour contr\u00f4ler l&#8217;approvisionnement en minerais pour la fabrication de batteries pour les v\u00e9hicules \u00e9lectriques.<\/p>\n<h3>Une position dominante<\/h3>\n<p>\nLa Chine est le premier producteur et exportateur mondial de graphite. Elle raffine \u00e9galement plus de 90\u00a0% du graphite mondial pour en faire le mat\u00e9riau utilis\u00e9 dans la quasi-totalit\u00e9 des anodes de batteries de v\u00e9hicules \u00e9lectriques, c&#8217;est-\u00e0-dire la partie charg\u00e9e n\u00e9gativement d&#8217;une batterie. En r\u00e9action \u00e0 cette nouvelle, l&#8217;Union europ\u00e9enne envisage d&#8217;imposer des droits de douane sur les v\u00e9hicules \u00e9lectriques fabriqu\u00e9s en Chine, estimant qu&#8217;ils b\u00e9n\u00e9ficient injustement de subventions. Par ailleurs, le gouvernement am\u00e9ricain a \u00e9largi en d\u00e9but de semaine les restrictions impos\u00e9es aux entreprises chinoises en mati\u00e8re d&#8217;acc\u00e8s aux semi-conducteurs, notamment en stoppant les ventes de puces d&#8217;intelligence artificielle plus avanc\u00e9es fabriqu\u00e9es par Nvidia. Ces restrictions sont similaires \u00e0 celles qui sont en vigueur depuis le 1er ao\u00fbt pour deux m\u00e9taux utilis\u00e9s dans la fabrication des puces, le gallium et le germanium. Ces restrictions ont r\u00e9cemment r\u00e9duit les exportations de ces m\u00e9taux et fait grimper les prix \u00e0 l&#8217;ext\u00e9rieur du pays<\/p>\n<h3>De faux pr\u00e9textes<\/h3>\n<p>\nLe minist\u00e8re chinois du Commerce a d\u00e9clar\u00e9 que la mesure concernant le graphite \u00e9tait \u00ab\u00a0de nature \u00e0 garantir la s\u00e9curit\u00e9 et la stabilit\u00e9 de la cha\u00eene d&#8217;approvisionnement mondiale et de la cha\u00eene industrielle, et \u00e0 mieux pr\u00e9server la s\u00e9curit\u00e9 et les int\u00e9r\u00eats nationaux\u00a0\u00bb. Il a ajout\u00e9 qu&#8217;il ne visait aucun pays en particulier. Selon les donn\u00e9es des douanes chinoises, le Japon, les \u00c9tats-Unis, l&#8217;Inde et la Cor\u00e9e du Sud figurent parmi les principaux acheteurs de graphite en provenance de Chine. En vertu des nouvelles restrictions, la Chine exigera, \u00e0 partir du 1er d\u00e9cembre, que les exportateurs demandent des autorisations pour exp\u00e9dier deux types de graphite, \u00e0 savoir le graphite synth\u00e9tique de haute puret\u00e9, de haute duret\u00e9 et de haute intensit\u00e9, ainsi que le graphite naturel en paillettes et ses produits d\u00e9riv\u00e9s.<\/p>\n<h3>Des mesures protectionnistes<\/h3>\n<p>\nAvec l&#8217;augmentation des ventes de v\u00e9hicules \u00e9lectriques, les constructeurs automobiles s&#8217;empressent de s&#8217;approvisionner en dehors de la Chine, mais des p\u00e9nuries se profilent \u00e0 l&#8217;horizon. \u00ab\u00a0Avec cette nouvelle restriction des exportations de graphite, les entreprises sud-cor\u00e9ennes qui d\u00e9pendent fortement de la Chine pour leurs importations de graphite devront chercher des alternatives, telles que les mines des \u00c9tats-Unis ou d&#8217;Australie, mais cela augmentera probablement la charge des co\u00fbts pour beaucoup\u00a0\u00bb, a d\u00e9clar\u00e9 Kang Dong-jin, un analyste de Hyundai Motor Securities.<\/p>\n<h3>Les impacts<\/h3>\n<p>\nLes analystes ont d\u00e9clar\u00e9 que l&#8217;impact des nouvelles mesures sur le graphite \u00e0 court terme n&#8217;\u00e9tait pas clair. Il ne s\u2019agit d\u2019une interdiction compl\u00e8te, donc le commerce va continuer. Les prix du graphite naturel en paillettes \u00e9taient de 3 950 yuans (539,62 dollars USD) la tonne m\u00e9trique cette semaine, soit une baisse de 25,5\u00a0% par rapport au d\u00e9but de l&#8217;ann\u00e9e, en raison de la baisse de la demande du secteur des v\u00e9hicules \u00e9lectriques, selon Mysteel. La Chine a r\u00e9duit l&#8217;extraction de graphite naturel ces derni\u00e8res ann\u00e9es pour prot\u00e9ger l&#8217;environnement et a augment\u00e9 sa production de graphite synth\u00e9tique depuis 2021.
